To reduce carbon emissions and the need for off-site power, NYC Department of Correction, with the support and guidance of New York Power Authority, upgraded its energy infrastructure at Rikers Island Correctional Facility to include a new 15MW Co-Generation plant. With AECOM as the Design/Build Construction Manager, Henegan was the General Construction subcontractor to a Prime mechanical contractor. Situated on the 413-acre prison site surrounded by the East River, the project consisted of four major components: 1. The Turbine Building – a powerhouse, a switchgear room, personnel areas and a control room, two new natural gas-fired turbines, and two heat recovery steam generators, with two 150’ tall exhaust stacks. 2. The switchyard – 27kV transformers, 27kv switchgear, and a 2MW Black-start generator. 3. Two gas compressor systems with an overhead piping rack that conveys steam, feed water, high pressure natural gas, medium pressure natural gas, compressed air, and electrical and control conduits. 4. An Electrical Duct Bank with new underground feeder lines totaling 1.5 miles in length connecting the Co-Generation plant with existing electrical infrastructure and substations, as well as the two newly constructed Con Ed Block Houses. The new plant began operating in January 2015.
